Members of the Committee present were: Chair: Linda Groomer, City Manager, Farmers Branch; Region 4: Jan Belcher, Assistant City Manager, Lancaster; Clayton Chandler, City Manager, Mansfield; Paulette Hartman, Town Administrator, Copper Canyon; Jason Little, Administrative Services Manager, Hurst; Ken Pfeifer, City Manager, Red Oak; Bruno Rumbelow, City Manager, Grapevine

Attendance also included: Rollie Waters, The Waters Consulting Group, Inc. (WCG), Addison; Shelli Siemer, Assistant City Manager, Allen; Ted Benavides, Senior Lecturer, University of Texas at Dallas

Linda Groomer, Committee Chair brought the meeting to order at 1:00 pm. Rollie Waters set forth primary components of the TCMA Mentoring program that should be addressed to specify the operational details and logistics with TCMA and The Waters Consulting Group, Inc (WCG).

1. Participation in the TCMA Mentoring Program

  • Coordinators of the program would include: WCG Consultant and Linda Groomer as the TCMA Mentoring Project Director, and Task Force members.
  • Members of the Task Force will submit criteria for participation in the pilot program to Linda. These criteria will be incorporated into a brochure to be designed and developed by WCG. The criteria discussed included: 1) Must be a TCMA member to participate; 2) Must commit to the program during the pilot period; 3) Cost $100; 4) Demographic information to include: TCMA region number, ethnicity, age, number of years in city management, current position; 5) Career goals
  • City Managers and Assistant City Managers will be targeted first as potential participants.

2. Training Program for Mentors

  • Linda Groomer, Jan Belcher, Clayton Chandler, and Mark McDaniel, TCMA President, will provide a list of potential mentors and have this available at the TCMA Board meeting on August 11.
  • Letters will be sent to invite each of those selected to be a mentor.
  • Four trainings will be scheduled for mentor training. It was suggested that training sessions 1 and 2 be held from 10:00 a.m. to 2:00 p.m. at the TML office and coincide with the ICMA Annual Conference and training sessions 3 and 4 to coincide with the TML Annual Conference. Kim Pendergraft will check on availability of rooms at the TML office.

3. Mentoring Telephone Panel Discussions

  • Six telephone panel discussions would be scheduled throughout the pilot program.
  • Task Force members would determine the topics.
  • The conference call for these discussions would include panel members, a moderator, and ten participants being mentored.
  • These sessions would be digitally recorded by WCG and sent to participants of the program.

4. E-Mentoring Program

  • It was suggested by WCG that a monthly column be written by a Task Force member to be included in the TCMA Newsletter and possibly post on the TCMA List serve, TCMA En-Quire. The topic would coincide with the telephone panel discussions.

5. Regional Networking Meeting

  • Each Task Force member agreed to inform their respective region members on the mentoring program.
  • Mark McDaniel and Linda Groomer have made a commitment to attend regional meetings to promote the program.
  • Linda will suggest to the TCMA Board on August 11, that each TCMA Regional President place the mentoring program on their agendas.

The meeting adjourned at 3:30 p.m.
