April 7, 2006
1. Minutes from
meeting on January 13, 2006
Approved.
Minutes will be filed and posted
on the TCMA Web site (www.tcma.org).
2. New Members
Approved
six Life memberships and twenty four new memberships.
New member
packets will be mailed the week of April 24.
3. 2006-08 TCMA Strategic
Plan
Approved amended 2006-08 TCMA Strategic Plan.
Adopted plan will
be referenced in the next newsletter, posted on TCMA’s
Web site, and presented to the TCMA membership at the Business meeting
at the TCMA Annual Conference on June 3, 2006.
4. TCMA Constitution
changes
Approved proposed three changes to the TCMA Constitution (membership
classification combination, one endorsement for new members, Life member
dues).
Approved three changes and will present them to the membership
at the Business meeting at the TCMA Annual Conference on June 3, 2006
for a vote.
5. Clarence Ridley
and Barney Knight/CPM awards
Approved recommended nominations and
increased CPM award to $4,100 for FY 2006-07.
To be awarded at the
TCMA Annual Conference.
6. Sample Employment
Agreement
Tabled and referred to the TCMA Membership Committee for
further revision.
Referred to the TCMA Membership Committee.
7. TCMA
Professional Awards
Approved recommended nomination, determined a
second award recipient, and referred the third to the TCMA Executive
Committee for action.
Approved two awards and referred third to the
TCMA Executive Committee.
8. TCMA Life membership
Approved a change to Life members to charge dues and TCMA Annual
Conference registration rates as Student members.
Approved and will
be presented as a TCMA Constitutional change at the Business meeting
on June 3.
9. TCMA Internship
Pilot Program
Approved pilot program with final approval of applicants
by the TCMA Executive Committee.
To be implemented as approved.
10.
Awarded 2008 TCMA Annual Conference host city
Awarded the 2008 TCMA
Annual Conference to the host city of Arlington.
Notification of
award to be sent the week of April 17, 2006.
11. ICMA Annual Conference
Approved $20,000 for sponsorship of the ICMA Annual Conference Opening
Reception in San Antonio. Approved an additional $5,000 for the TCMA
reception at the ICMA Annual Conference in San Antonio. Approved
TCMA scholarships (max. 25) for the 2006 ICMA Annual Conference.
To be implemented as approved. Scholarship application notification
to be coordinated with mailing on ICMA Annual Conference registration
information.
12. ICMA Vice President
recommendation
Referred to the TCMA Executive Committee for action.
TCMA Executive Committee will meet in April or May to discuss this
recommendation.
13. TCMA/TCG Financial
Planning program
Approved continuation of the program and directed
staff to include $25,000 in FY 2006-07 budget.
TCG will be contacted
the week of April 10 and costs to be included in next year’s
budget.
14. Survey on City
Manager Personality and Career Impacts
Joe LaBeau updated the Board
about the report’s recommendations.
Survey participants will be provided with the results and the project
will be discussed at a Professional Development Committee meeting.
15. Form of Government
issues
The Board approved three items regarding Form of Government
activities: 1.) agreed to have no involvement with PACs, 2.) budget
an annual contribution to the ICMA Fund for the Profession, and 3.)
develop and distribute educational materials addressing form of government
issues.
To be implemented as approved.
16. TCMA Email List
Service
Approved pilot program.
To be included in the FY 2006-07
TCMA Services Agreement.
17. Member Assistance
Program (MAP)
Board directed the staff to conduct further research
on an assistance program for TCMA members and provide recommendations
at the next Board meeting.
Staff will research specifics on the program
and add this issue to the next Board meeting’s agenda.
18. TCMA Annual Conference
location requests
The cities of El Paso and Austin have offered
to host a TCMA Annual Conference and asked to be included on the
conference rotation list. The Board referred these requests to the
Conference Task Force for consideration and recommendation.
TCMA
Annual Conference locations will be included on an agenda of the
TCMA Annual Conference Task Force.
