TCMA Executive Committee
Minutes
Conference Call
2:00 p.m., May 25, 2007

TCMA President Mark McDaniel called the conference call-based meeting to order at 2:00 p.m.

Participants on the conference call were:
TCMA President Mark McDaniel, Deputy City Manager, Tyler; TCMA President-Elect Mike Perez, City Manager, McAllen; TML Board Representative Greg Vick, Assistant City Manager, Farmers Branch; Immediate Past President Rickey Childers, City Manager, Lancaster; and Gary Watkins, Deputy Executive Director, Texas Municipal League, Austin.

Upon a motion by Rickey Childers with a second from Mike Perez, the Executive Committee concurred with the recommendation from the University Relations Task Force to recognize Bob Bland, University of North Texas, as the 2007 recipient of the Terrell Blodgett Academician Award.

Upon a motion by Mike Perez with a second from Greg Vick, the Executive Committee agreed to recognize Don Davis and Kerry Sweatt with the Texas First Group as recipients of the 2007 President’s Award for their efforts in championing the council-manager form of government in Texas.

Upon a motion by Rickey Childers with a second from Mike Perez, the Executive Committee agreed to recommend to the full TCMA Board at their June Board meeting that the dues for TCMA Life Members be re-set to zero.

Following discussion, the Executive Committee decided to proceed with adopting the FY 2007-2008 budget at the August 2007 board meeting.

Rickey Childers, chair of the TCMA Governance Task Force, provided the Executive Committee with these task force recommendations:

  • TML Services Agreement:
    • Remove wording indicating TCMA selects the staff.
    • Retain wording requesting a staff person who is 100% assigned to TCMA.
    • Develop and negotiate with TML a set of performance criteria and an evaluation process.
  • Assistants Task Force:
    • Encourage city managers to budget for their assistants to participate in TCMA.
    • Upon the elimination of the statewide assistants conference, work to incorporate assistants-related activities into the TCMA Annual Conference program.
    • Over a two-year period, raise the percentage of members within an assistants organization who must be TCMA members from 15% to 20%.
  • Large City Representative:
    • Refrain from adding a position to the TCMA Board to represent the interests of large cities in Texas.

Upon a motion by Greg Vick with a second from Mike Perez, the Executive Committee agreed with the recommendations from the Governance Task Force, with the exception of the process for changing the percentage of assistants who are TCMA members. Given that the percentage is within TCMA’s constitution, the Executive Committee recommends placing the entire 5% change on the 2008 ballot for TCMA members’ consideration (rather than phasing the change in over two years).

Regarding The Foundation, the Executive Committee, which is also The Foundation Board, agreed to authorize Craig Lonon, City Manager, Harlingen, to undertake the coordination of a golf tournament for the purpose of raising funds for The Foundation.

There being no further business, the conference call meeting was adjourned at 2:52 p.m.
