Conference Call

TCMA President Courtney Sharp called the conference call meeting to order at 1:30 p.m.

Participants on the conference call were: TCMA President Courtney Sharp, City Manager, Midland; TCMA President Elect Bill Keffler, City Manager, Richardson; TCMA Vice President David Landis, City Manager, Perryton; TCMA Immediate Past President Paul Parker, City Manager, Lufkin; ICMA Vice President Tom Muehlenbeck, City Manager, Plano; ICMA Vice President Rick Cortes, Assistant City Manager, Seguin; ICMA Nominating Committee member James Fisher, City Manager, Murphy; Gary Watkins, and Kyle Jung, TML staff.

The committee members discussed how the slate of nominees for the ICMA vice president positions was decided by the ICMA Nominating Committee. James Fisher updated the Executive Committee about the interviews held at the ICMA Annual Conference in Montreal. Tom Muehlenbeck and Rick Cortes participated in the discussion of the ICMA nominating process.

TCMA Executive Committee members expressed their concern about the change of having a representative from Texas on the ICMA Board in a vice president position. Also, they expressed a concern that the ICMA Nominating Committee changed the assumption that ICMA members from Texas operated under, specifically, that the endorsement of an individual’s ICMA Board candidacy by the TCMA Board is the endorsement of all ICMA members who are members of TCMA.

The consensus of the TCMA Executive Committee was to write a letter to ICMA Executive Director Bob O’Neill, Jr. expressing TCMA’s puzzlement at the process used by the ICMA Nominating Committee to select the 2009 vice presidential candidates, inquiring about the change of having a representative from Texas in a vice president position on the ICMA Board, asking ICMA to explain the value of an endorsement of an ICMA Board candidacy by a state association, and requesting more information about ICMA Board-approved policies and ICMA Board member lists.

There being no further business, the conference call was adjourned at 2:25 p.m.

The letter was sent on October 15, 2009.
