TCMA president Paul Parker called the TCMA executive committee meeting to order at 10:45 a.m.

Participants included: TCMA president Paul Parker, city manager, Lufkin; TCMA president-elect Courtney Sharp, city manager, Mount Pleasant; TCMA vice president Bill Keffler, city manager, Richardson; incoming TML Board representative Jim Jeffers, city manager, Nacogdoches; and TML staff Gary Watkins and Kyle J. Jung.

The committee members discussed the draft 2008-2009 TCMA strategic plan and how TCMA will implement the specific objectives. In order to provide more detail, the committee revised the version produced by Mike Conduff and will present it to the TCMA Board at the August 22, meeting.

Since the TCMA executive committee is also the Texas Foundation for Local Government (TFLG) Board, it was decided that this group would handle the responsibility of developing recommendations for the future role of the Foundation. The TCMA executive committee agreed to meet again to further discuss plans for the Foundation.

ICMA has approached TCMA with a proposal to encourage TCMA members who are not ICMA members to consider joining ICMA. The proposal would provide a complimentary ICMA membership the first year, splitting the cost of ICMA membership between the individual and TCMA during the second year, and the full cost of ICMA membership paid by the individual in the third year. On a motion by Bill Keffler and a second by Jim Jeffers, the TCMA executive committee recommended the TCMA Board authorize 15 reimbursements of up to $300 for ICMA memberships and budget $4,500 in the FY 2009-2010 budget.

The TCMA public relations committee will be asked to develop a plan to encourage ICMA members from Texas to provide their recollections for the ICMA 100th anniversary celebration in 2014. ICMA’s contact for this project is Tom Muehlenbeck, city manager, Plano.

The TCMA nominating committee will be asked to make recommendations to the TCMA Board concerning their role in the nomination process for statewide TCMA officers. Particular attention needs to be given to the required number of petitions and the committee endorsement provision. Mike Perez, chair, will lead this discussion.

The TCMA public relations committee will be renamed the TCMA communications committee and they will be asked to make recommendations to the TCMA Board identifying how various technologies (web casting, pod casting, and possibly others) might be used in conjunction with TCMA education events.

The consensus of the TCMA executive committee members was to recommend the TCMA Board encourage, but not require, TCMA Life and Distinguished members to obtain ethics training annually.

The TCMA membership committee will coordinate all TCMA awards and scholarships and will recommend changes to the TCMA Board in TCMA award categories, requirements, and decision processes so that the awards are meaningful and relevant to the TCMA membership.

There being no further business, the meeting was adjourned at 1:45 p.m.
