TML Staff: John Philpott, Gwena Cearley, and Kyle Jung. President Larry Gilley called the meeting to order at 3:00 p.m. and welcomed the guests and members in attendance. On a motion by Karen Daly and a second by Bert Lumbreras, the Board excused the absences of Ed Thatcher and Joe Dickson. Regional representatives updated the Board concerning regional activities and openings. MEETING MINUTES Upon a motion by Courtney Sharp and a second from Jack Hamlett, the Board approved the April 23, 2004, TCMA Board meeting minutes as presented. MEMBERSHIP APPLICATIONS Upon a motion by Tom Muehlenbeck and a second from Karen Daly, the following memberships were approved: LIFE FULL ASSOCIATE COOPERATING STUDENT RECEIVE REPORT FROM TCMA COMMITTEES There were no reports from the committees, but the appointment of future chairs and vice chairs was discussed under the Old/New business agenda item. RECEIVE REPORT ON TML-RELATED ACTIVITIES Paul Parker updated the Board on activities TML is taking regarding the expected special session of the Texas Legislature on School Finance. A second special session is expected in July or August and city officials should continue to contact their legislators to express their concerns about possible impacts on city revenues. RECEIVE REPORT ON ICMA-RELATED ACTIVITIES David Krings, ICMA President and County Administrator, Hamilton County, Ohio, updated the Board about ICMA Board activities and initiatives including credentialing, ICMA finances, the approval of a Life membership for Terrell Blodgett, and ICMA Fund for the Profession. Also, Jerry McGuire, Interim City Administrator, Conroe, updated the Board about the three most recent Credentialed Managers to be approved by the ICMA Board - Bob Livingston, City Manager, University Park and Melissa Byrne Vossmer, Assistant City Manager, San Antonio (Credentialed Managers) and Hugh Walker, Assistant City Manager, Bryan (Credentialed Manager Candidate). RECEIVE REPORTS FROM THE TML RISK POOLS Marvin Townsend, Executive Director, TML-IRP, and Laura Bloss, Benefits Specialist, TML-IEBP, updated the Board about the recent activities and financial status of the two TML Risk Pools. REPORTS FROM THE ASSISTANTS’ ORGANIZATIONS Leticia Callanen, Management Assistant, San Antonio and UMAST President, updated the Board about the activities of their organization and answered questions from the Board. She also introduced Edward Benavides, Management Assistant, San Antonio, as the current UMAST President Elect and incoming TCMA Board member for the position of Representative of the Assistants’ Organizations. Brant Gary, Projects Coordinator, West University Place and UMPSET President, updated the Board about the activities of their organization and answered questions from the Board. FINANCIAL STATEMENTS Kyle Jung provided the April 30, 2004, financial statements for TCMA and the Texas Foundation for Local Government. On a motion by Craig Lonon and a second by Tom Muehlenbeck, the Board accepted the statements as presented. OLD/NEW BUSINESS The final status report of the 2002-2004 TCMA Strategic Plan and the adopted version of the 2004-2006 TCMA Strategic Plan were provided to the TCMA Board. The job descriptions for the TCMA Executive Committee required updating due to the new committee structure that was adopted at the April 23, 2004, TCMA Board meeting. Kyle Jung provided a draft of revised job descriptions for the TCMA Executive Committee according to the new committee and task force structure. On a motion by Craig Lonon and a second by Karen Daly, the Board adopted the new TCMA Executive Committee job descriptions as presented. ADJOURNMENT There being no further business, the TCMA Board adjourned at 4:35 p.m.
