BOARD OF DIRECTORS MEETING

FRIDAY, JANUARY 30, 2004

INTRODUCTORY ACTIVITIES

Those in attendance were: President Larry Gilley, City Manager, Abilene; President-Elect Craig Lonon, City Administrator, Conroe; Vice President Rickey Childers, City Manager, Longview; Region 1 Director Courtney Sharp, Assistant City Manager, Canyon; Region 2 Director John Gayle, City Manager, Snyder; Region 3 Director Matthew Benoit, Assistant City Manager, Wichita Falls; Region 5 Director Jay Stokes, City Administrator, Gladewater; Region 6 Director Joe Dickson, City Manager, Santa Fe; Region 7 Director Bert Lumbreras, Assistant City Manager, Waco; Region 10 Director Mike Perez, City Manager, McAllen; TML Board Representative Paul Parker, City Manager, Mount Pleasant; Immediate Past President Tom Muehlenbeck, City Manager, Plano. President Larry Gilley called the meeting to order at 9:20 a.m. and welcomed the guests and members in attendance.

On a motion by Joe Dickson and a second by Tom Muehlenbeck, the Board excused the absence of Ed Thatcher, Jack Hamlett, Charles Windwehen, and Karen Daly.

Regional representatives updated the Board concerning regional activities and openings.

MEETING MINUTES

Upon a motion by Courtney Sharp and a second from Craig Lonon, the Board approved the August 8, 2003 TCMA Board meeting minutes as presented.

RECEIVE REPORT FROM TCMA COMMITTEES

Rickey Childers, Chair of the Annual Conference Planning Committee, provided an update on the June 2004 TCMA Annual Conference program including draft educational outline and ideas under consideration for spouse and youth programs. The Committee’s next meeting is scheduled for February 13, 2004.

Paul Parker, Chair of the Professional Development Committee, informed the Board that the next meeting of the Committee is scheduled for February 12, 2004.

RECEIVE REPORT ON TML-RELATED ACTIVITIES

Paul Parker updated the Board about the items from the TML Board meeting held at the TML Annual Conference in San Antonio. He made particular note of the importance of the School Finance issue.

FISCAL YEAR 2003 TCMA AND FOUNDATION AUDITS

The FY 2003 TCMA and Texas Foundation for Local Government audits were presented. After a discussion of the audits, Craig Lonon moved and Joe Dickson seconded a motion to accept the FY 2003 TCMA audit as presented and to recommend the Foundation audit to the Foundation Board for approval. The TCMA Board approved the motion.

OLD/NEW BUSINESS

Joe LaBeau, City Manager, Midlothian, sent a letter requesting TCMA’s support for a research project. The Board referred this to the Professional Development Committee for further review. Mr. LaBeau will be invited to the February 12 committee meeting.

Kyle Jung provided responses to questions the board members posed at the last meeting regarding liability coverage for TCMA during ethics investigations.

The Board was asked about the February 9, 2003 approved Guidelines for Co-sponsoring Events. The Board affirmed the guidelines and agreed that only solicitations meeting the guidelines shall be considered.

Kyle Jung provided samples of the new contact directory. This directory can be printed from the TCMA online membership roster and is only 25 pages long. Gary Watkins stated that a printed pocket-size edition would be forthcoming following the dues renewal process.

Kyle Jung provided information about the Texas Association of School Boards (TASB) and the Texas Association of School Administrators’ (TASA) 2003 salary survey of school superintendents. Gary Watkins advised that an effort was underway through the Waters Consulting firm to produce a similar report.

Joe Dickson commented that the name of the TCMA Service Year Awards might be misleading to some members since some think the awards are presented for years of service in the profession as opposed to years of service as a member of TCMA.

Gwena Cearley provided an update about the planned monthly email update to the TCMA members. This update, to begin in March 2004, will include items of interest to the members such as movement of members, openings, new members, and reminders about TCMA events.

ADJOURNMENT

There being no further business, the TCMA Board adjourned at 11:00 a.m.

TEXAS FOUNDATION FOR LOCAL GOVERNMENT

The Foundation Board was called to order at 11:05 a.m. on Friday, January 30, 2004. In attendance were Board members: President Larry Gilley, City Manager, Abilene; Craig Lonon, City Administrator, Conroe; Rickey Childers, City Manager, Longview; Paul Parker, City Manager, Mount Pleasant; Tom Muehlenbeck, City Manager, Plano; and Kyle Jung, TML staff.

The only item on the agenda was the approval of the FY 2003 Texas Foundation for Local Government audit. On a motion by Tom Muehlenbeck and a second by Craig Lonon, the Board accepted the FY 2003 audit as presented.

There being no further business, the Foundation Board adjourned at 11:07 a.m.
