TML Staff Kim Pendergraft and Kyle J. Jung. President Mike Perez called the meeting to order at 3:00 p.m. and welcomed those in attendance. Regional representatives updated the Board concerning regional activities and openings. On a motion by James Fisher and a second by Julie Johnston, the Board excused the absences of Mark McDaniel and Gary Broz. MEETING MINUTES Upon a motion by Courtney Sharp and a second by Michael Ross, the Board approved the March 28, 2008, TCMA board meeting minutes as presented. MEMBERSHIP APPLICATIONS Upon a motion by Craig Lonon and a second by Greg Vick, the following new memberships were approved: Full Associate Cooperating Student
The Board tabled Vicky Rudy’s membership application and asked Bob Turner and Terry Roberts to review it. RECEIVE REPORT FROM TCMA COMMITTEES AND TASK FORCES Paul Parker, chair, and Julie Johnston, vice chair, TCMA Professional Development Committee, commented about the status of the TCMA annual conference. Greg Vick, chair, TCMA Public Relations Committee, commented on the one ongoing committee project (Our Town, Texas) and stated that more work was needed concerning it. James Fisher, chair, TCMA Ethics Committee, informed the Board that the online ethics training course is available through the TCMA web site and reminded the members that the Board decided to require a course completion certificate with any future TCMA membership applications beginning July 1, 2008. Michael Ross, chair, and Bill Keffler, vice chair, TCMA Career Management Task Force, updated the Board about the TCMA internship program and indicated that the TCMA Executive Committee approved the task force recommendation of four applicants for participation in the internship program. They also updated the Board about the TCMA mentoring program and asked Linda Groomer to provide a report detailing the outcomes of the programs. Linda Groomer provided a trend analysis from 35 mentors’ assessments. RECEIVE REPORT ON TML-RELATED ISSUES Greg Vick, TML Board Representative, updated the Board about the recent June 20, 2008, TML Board meeting. Items that were discussed at the TML Board meeting included the 2008-2009 TML budget; the 2007-2008 audit; the TML executive director evaluation; and the 2009 Texas legislative session outlook. RECEIVE REPORT ON ICMA-RELATED ISSUES Tom Muehlenbeck, Mountain Plains Region vice president, ICMA, and city manager, Plano, updated the Board about recent activities of the ICMA board. Items included membership incentive program, interviews with members who have had an impact on the form of government, and a proposed increase of the TCMA annual contribution from $10,000 to $12,000. Mike Perez asked the Board to consider these items at the Sunday, June 29, strategic planning meeting. Bob O’Neill, executive director, ICMA, updated the Board about the ICMA Fund for the Profession; the completion of the ICMA strategic plan, which will be released at the 2008 ICMA annual conference; and the work ICMA has been doing to enhance the value of ICMA membership. REPORTS FROM THE TML RISK POOLS Marvin Townsend, TML-IRP executive director, updated the Board about recent TML-IRP activities. Linda Shoup, benefits specialist, TML-IEBP, updated the Board about recent TML-IEBP activities. RECEIVE REPORT FROM ASSISTANTS’ ORGANIZATIONS Catherine Hernandez, assistants’ organizations representative and executive assistant, San Antonio, updated the Board about statewide assistants’ organizations activities. FINANCIAL STATEMENTS Kyle Jung presented the balance sheets and profit and loss statements ending May 31, 2008, for TCMA and the Foundation for Local Government. On a motion by Courtney Sharp and a second by Lambert Little, the board accepted the financials as presented. OLD/NEW BUSINESS Mike Perez asked Craig Lonon to update the Board about the Texas Foundation for Local Government fundraising events April 10-11 in Richardson. Craig Lonon stated that approximately $10,000 was raised for the Foundation through the golf tournament and training session. ADJOURNMENT With no other business, the meeting was adjourned at 5:00 p.m. The tentative schedule for future TCMA Board meetings is:
