President Mark McDaniel called the meeting to order at 3:10 p.m. and welcomed those in attendance. 

Regional representatives updated the Board concerning regional activities and openings.

On a motion by Jared Miller and a second by Tom Blazek, the Board excused the absences of Tom Hart and Laura Huffman.

MEETING MINUTES

Upon a motion by Paul Parker and a second by Linda Weller, the Board approved the March 30, 2007 TCMA Board meeting minutes as presented.

RECEIVE REPORT FROM TCMA COMMITTEES AND TASK FORCES
Rickey Childers, Chair, TCMA Governance Task Force, updated the Board about the Governance Task Force recommendations made to the TCMA Executive Committee. On a motion by Mike Perez and a second by Michael Ross, the Board accepted the TCMA Executive Committee’s report on the draft TML-TCMA Services Agreement developed by the TCMA Governance Task Force (“1. remove wording indicating TCMA selects the staff, 2. retain wording requesting a staff person who is 100% assigned to TCMA, and 3. develop and negotiate with TML a set of performance criteria and an evaluation process.”).

On a motion by Mike Perez and a second by Rickey Childers, the Board accepted the TCMA Executive Committee’s decision to place a proposal on the TCMA ballot in 2008 to increase the percentage of members of an assistant’s organizations who must be members of TCMA from 15% to 20%.

On a motion by Mike Perez and a second by Dick Fletcher, the Board accepted the TCMA Executive Committee’s decision to award the 2010 TCMA Annual Conference to Moody Gardens in Galveston and to switch the locations of the 2009 (South Padre Island) and 2011 (Central Texas).

Mike Perez, Chair, TCMA Professional Development Committee, updated the Board about the committee’s April 13 meeting. A copy of the meeting minutes was provided to the Board.

Greg Vick, Chair, TCMA Public Relations Committee, updated the Board about the committee’s activities including the Form of Government contract with the University of North Texas and ongoing ideas concerning the Our Town, Texas program. Also, Greg Vick said that the TCMA Public Relations Committee would develop press releases to be used by TCMA Professional Awards recipients. The Board was advised that Craig Lonon agreed to coordinate a golf tournament for the purpose of raising funds for the Foundation.

Paul Parker, Chair, TCMA Membership Committee, informed the Board that the committee had not met since the last TCMA Board meeting.

Rickey Childers, Chair, TCMA Nominating Committee, informed the Board that the Committee had not met since the last TCMA Board meeting.

James Fisher, Chair, TCMA Ethics Committee, updated the Board about the activities of the committee. He indicated the Online Ethics Training program would not be ready until September 1. Also, James Fisher informed the Board that the Ethics Committee is currently reviewing the Rules of Procedures for Enforcement and will bring a revised version to the Board for consideration at the August 24 TCMA Board meeting. James Fisher said that there might be ethics cases for the Board to consider, but no specific cases were mentioned.

Linda Groomer, Chair, TCMA Mentoring and Coaching Task Force, provided a report on the current Mentoring and Coaching pilot program outlining the current status. Of the six program objectives outlined in the Waters Consulting proposal approved by the TCMA Board, five items have been completed. The other item (Panel Discussion) is underway. The panel discussion was taped and is currently being edited and should be ready for the web site in the near future. Regional networking meetings have been conducted, but more could be scheduled.

Karen Daly, Chair, TCMA University Relations Task Force, updated the Board about recent Task Force activities. On a motion by Michael Ross and a second by Jared Miller, the Board approved a recommendation to award internships to five individuals recommended by the Task Force. (Jack Blair, University of Texas at Arlington; Vicky Payne, Midwestern State University, Wichita Falls; George Salzman, Texas State University; Stacie Stiver, University of North Texas; and Luis Tapia, University of North Texas)

Jim Holgersson, Chair, TCMA Large Cities Task Force, informed the Board that the Committee had not met since the last TCMA Board meeting.

Matt Aust, UMPSET Vice President and current Assistants Organizations Representative on the TCMA Board, informed the Board that the Assistants Roundtable has completed its work and has not met since the last TCMA Board meeting.

RECEIVE REPORT ON TML-RELATED ISSUES
Greg Vick, TML Board Representative, updated the Board about the most recent TML Board meeting. Items included the adoption of the TML budget, the City of Friendswood resolution, Texas Purchasing Managers Association (TPMA) consolidation with the Texas County Purchasing Association to form the Texas Public Purchasing Association, and a Legislative Update. The next TML Board meeting is schedule during the TML Annual Conference in Dallas.

RECEIVE REPORT ON ICMA-RELATED ISSUES
Mike Conduff, former City Manager, Denton and current ICMA Vice President, updated the Board about ICMA activities. Items included: ICMA President Elect selection (City Manager of Highland Park, IL); a finance report that indicated that more than 60% of ICMA’s revenues come from US AID contracts for services outside the US; ICMA membership update indicating that Texas leads ICMA in new members; and an update about the ICMA Strategic Planning process currently underway.

The TCMA Board received two requests for endorsements regarding the ICMA Non-CEO position on the ICMA Board. One request was from Rick Cortes, Assistant City Manager, Seguin, and the other was from the International Hispanic Network seeking consideration for both Rick Cortes and Francis Gonzalez, Assistant City Manager, San Antonio. Rickey Childers moved that the TCMA Board endorse Rick Cortes and Francis Gonzalez for the ICMA Non-CEO position on the ICMA Board. The motion died for a lack of a second. On a motion by Paul Parker and a second by Tom Blazek, the TCMA Board voted to endorse Rick Cortes for the ICMA Non-CEO position on the ICMA Board. The motion was approved by the TCMA Board. Rick Cortes and Mike Perez abstained from voting on this issue.

RECEIVE REPORT FROM TML INSURANCE RISK POOLS
Marvin Townsend, TML-IRP Executive Director, updated the Board about recent TML-IRP activities. Julian Fontana, TML-IEBP, updated the Board about recent TML-IEBP activities.

RECEIVE REPORT FROM ASSISTANTS’ ORGANIZATIONS
Krystal Strong, UMAST President, updated the Board about recent UMAST activities. Currently, UMAST has 228 members.

Pam Rambo-Estill, UMANT President, updated the Board about recent UMANT activities. Currently, UMANT has 135 members, 35% of whom are also TCMA members.

Matt Aust, Assistants Organizations Representative, updated the Board about recent UMPSET activities. Currently, UMPSET has 24 members.

FINANCIAL STATEMENTS
Kyle Jung presented the Profit and Loss Statements and Balance Sheets for TCMA and the Texas Foundation for Local Government for the period ending April 30, 2007. Gary Watkins provided the Board with current TCMA Annual Conference attendance and revenue figures.

OLD/NEW BUSINESS
Gary Watkins updated the Board about the issue of TCMA Life members who have not paid the required $25 annual membership dues. Before any Life members were dropped from the TCMA membership for non-payment, the Executive Committee agreed to request the Board consider resetting the annual dues rate paid by TCMA Life members to zero. Life members would still continue to pay the same registration rate as Students to attend the TCMA Annual Conference (currently $25). On a motion by Greg Vick and a second by Jared Miller, the TCMA Board set the annual TCMA membership dues for TCMA Life members at zero ($0).

ADJOURNMENT
With no other business, the meeting was adjourned at 5:20 p.m.
