TCMA BOARD POSITIONS
EXECUTIVE COMMITTEE POSITIONS

Background:
The TCMA Executive Committee is comprised of the President, President-Elect, Vice President, TML Board Representative, and Immediate Past President. Article XIII of the TCMA Constitution grants the TCMA Executive Committee the “… authority to act for the Board of Directors at intervals between meetings of the Board provided all actions taken by the Executive Committee shall be reviewed by the Board at its next meeting.”. In addition to the duties assigned as officers of TCMA, the members of the TCMA Executive Committee also serve as the Board of Directors of the Texas Foundation For Local Government.

Members of the Executive Committee are encouraged to attend regional meetings of TCMA. To facilitate this, the TCMA Board has included funding in the current year’s budget to reimburse reasonable travel expenses associated with attendance of regional meetings (other than the member’s own region).

Annually during the budget process, the TCMA Board reviews the goals of the current two-year Strategic Plan to ensure adequate funding is available to address these priorities. It is the responsibility of the Board members to ensure these goals are addressed at region, committee, and board meetings. A final report is compiled at the conclusion of the second year of each Strategic Plan indicating how each goal has been addressed. Board members are encouraged to provide input that can be used in the development of this final report.

President
TCMA duties:
The President shall chair the TCMA Board of Directors. The President assigns the Vice Chair of each of the four standing committees. The President may appoint additional taskforces as he/she deems advisable. The creation of said taskforces shall be subject to the approval of the TCMA Board of Directors. The term of these ad-hoc taskforces will end at the conclusion of the current President’s term unless extended by a vote of the TCMA Board of Directors. On behalf of TCMA, the President shall be the association’s spokesperson to the media and the official liaison to the International City/County Management Association. In order to more efficiently utilize the TML staff, directions for staff actions will be coordinated through the TCMA President. The term of office for the President shall be one year.

Foundation Board duties:
The TCMA President shall serve as the Foundation President and shall preside at all meetings of the Foundation Board of Directors. The President shall be an ex officio member of all committees of the Foundation.

President-Elect
TCMA duties:
The President-Elect shall preside in the absence of the President, Chair the TCMA Professional Development Committee, coordinate the development and implementation of the TCMA Educational Plan, chair the TCMA Budget and Planning Committee (comprised solely of the TCMA Executive Committee) and perform special projects as requested by the President. The President-Elect will lead the annual TCMA Board orientation and sign the TCMA/TML services agreement. The term of office for the President-Elect shall be one year.

Foundation Board duties:
The TCMA President-Elect shall serve as the Foundation Vice President and shall, in the absence of the President, perform the duties and have the authority and exercise the powers of the President, and shall perform such other duties and have such authority as the Board may from time to time prescribe or as the President may from time to time delegate.

Vice President
TCMA duties:
The Vice President shall serve as the chair of the TCMA Membership Committee, coordinate the work of the Mentoring and Ethics taskforces, and perform special projects as requested by the President. The term of office for the Vice President shall be one year.

Foundation Board duties:
The TCMA Vice President shall serve as the Secretary/Treasurer and shall attend all meetings of the Board of Directors.

Department Director (TML Board Representative)
TCMA duties:
The Department Director (TML Board Representative) shall serve as the Association’s representative on the Board of Directors of the Texas Municipal League, chair the TCMA Public Relations Committee, coordinate the work of the Form of government, Legislative, Outside organizations, and the Our Town, Texas taskforces, and perform special projects as requested by the President. The term of office for the Department Director (TML Board Representative) shall be two (2) years commencing at the conclusion of the TML Annual Conference in even-numbered years..

Foundation Board duties:
The TCMA Department Director (TML Board Representative) shall attend all meetings of the Board of Directors.

Immediate Past President
TCMA duties:
The Immediate Past President provides support and input into board activities, chair the TCMA Nominating Committee, and perform special projects as requested by the President. The term of office for the Immediate Past President shall be one year.

Foundation Board duties:
The TCMA Immediate Past President shall attend all meetings of the Board of Directors.
