Budget and Planning Committee conference call
Wednesday, July 6, 2011

TCMA President David Landis called the conference call meeting to order at 9:30 a.m.

Participants on the conference call were: TCMA President David Landis, city manager, Perryton; TCMA President-Elect Bert Lumbreras, assistant city manager, Austin; TCMA Vice President Julie Couch, city manager, Rockwall; Randy Criswell, city manager, Canyon; TCMA Immediate Past President Bill Keffler, city manager, Richardson; Kim Pendergraft, TML staff; and Joe Foster, TML staff.

David Landis presented the proposed FY 2011-2012 budget for TCMA. The committee discussed various revenues and expenditure line items. Two Tom Muehlenbeck scholarships will be included in the budget, with the option to fund a third should there be a qualified candidate. The printed directory will remain in the budget. The Membership Committee will make recommendations to the Board for future directories. An increase to offset the cost of the 2012 TCMA Annual Conference will be included in the budget. Kim Pendergraft will work with the 2012 TCMA Annual Conference hotels to secure a buy down on rates. Funds to purchase audio visual equipment will be included in the budget, and the timing of the purchase will be determined at a later date. David Landis will communicate to region presidents that funds are available to offset the cost of a regional meeting attended by the TCMA president.

On a motion by Bill Keffler and a second by Julie Couch, the committee recommended that the TCMA Board approve the proposed budget as presented.

David Landis presented the proposed FY 2011-2012 budget for the Texas Foundation for Local Government. Joe Foster answered various questions regarding the funds and the possibility of dissolving the Foundation at a future date. Funding for the Texas Youth Committee Summit will be removed. Following the $50,000 donation to the ICMA Life Well Run Campaign, the committee will determine the disbursement of remaining funds.

On a motion by Bert Lumbreras and a second by July Couch, the committee recommended that the Foundation Board approve the Texas Foundation budget as presented.

There being no further business, discussion of new business was addressed at 10:30 a.m. (See Executive Committee Minutes dated 7-6-2011.)
