Budget and Planning Committee conference call
Monday, August 3, 2009

TCMA President Courtney Sharp called the conference call meeting to order at 1:30 p.m.

Participants on the conference call were: TCMA President Courtney Sharp, city manager, Midland; TCMA Vice President David Landis, city manager, Perryton; TCMA Immediate Past President Paul Parker, city manager, Lufkin; TML Board Representative Jim Jeffers, city manager, Nacogdoches; and Kyle Jung, TML staff.

Courtney Sharp presented the proposed FY 2009-2010 budgets for TCMA and the Texas Foundation for Local Government. The Committee discussed various revenues and expenditure line items and Kyle Jung answered questions including: buying down the hotel rate at the 2010 TCMA Annual Conference, quarterly webinars, moving the Our Town, Texas expenses to the TCMA budget. On a motion by Jim Jeffers and a second by Paul Parker, the Committee recommended that the TCMA and the Texas Foundation for Local Government Boards approve the proposed budgets as revised.

There being no further business, the conference call was adjourned at 2:32 p.m.

TCMA President Mike Perez called the conference call meeting to order at 10:45 a.m.

Participants on the conference call were: TCMA President Mike Perez, City Manager, McAllen; TCMA President-Elect Paul Parker, City Manager, Lufkin; TML Board Representative Greg Vick, Assistant City Manager, Farmers Branch; Immediate Past President Mark McDaniel, Deputy City Manager, Tyler; and Kyle Jung, TML staff.

Mike Perez presented the proposed FY 2007-2008 budgets for TCMA and the Texas Foundation for Local Government. The Committee discussed various revenues and expenditure line items and Kyle Jung answered questions including: aspects of the TCMA Annual Conference; the TCMA-TCG financial planning partnership; and planning only one City Management Clinic next year. On a motion by Greg Vick and a second by Paul Parker, the Committee recommended the TCMA and Texas Foundation for Local Government Boards approve the proposed budgets as presented. Depending on the details of a proposal, yet to be submitted, concerning the TCMA mentoring program, additional funds may be required for that activity.

The Committee also recommended the costs associated with reprinting the City Management History Book might be reimbursed in part or total by the Texas Foundation for Local Government, depending on the decision of the Foundation Board.

The Texas Foundation for Local Government proposed budget did not change due to strategic planning work currently underway to determine the future course of the Foundation and its main activity, the Our Town, Texas program. Once this strategic planning work is completed, changes in budgeting priorities may be necessary.
