President David Landis called the meeting to order at 9:30 a.m. and welcomed the TCMA Board members and guest.

On a motion by Bert Lumbreras and a second by David Harris, the Board excused the absence of Bill Keffler but did not excuse the absence of Mo Raissi.

Regional representatives updated the Board concerning regional activities and openings.

MEETING MINUTES
On a motion by David Harris and a second by Julie Couch, the Board approved the June 9, 2011, TCMA Board meeting minutes as presented.

PRESIDENT’S REPORT
David Landis reported that the services agreement with TML and the partnership agreement with ICMA have been signed. It was reported that Jim Holgersson, city manager, Arlington, and Mark McDaniel, city manager, Tyler, have been nominated for the ICMA Mountain Plains Board. David will be visiting TCMA regions, and funds are available to assist regions with their meetings. The ICMA Annual Conference will be in Milwaukee, Wisconsin, on September 18-21.

RECEIVE REPORTS FROM TCMA COMMITTEES
David Landis, chair, TCMA Executive Committee, reported the approval of Distinguished Member status to George Schrader. Bill Keffler will make a presentation on October 21 at the North Texas City Management Association meeting.

Mike Castro, city manager, Jersey Village, has requested information on TCMA members for research on his dissertation. The committee agreed to release the information. TML legal staff will draft an agreement on use of the dataset, and David and Mike will execute the agreement.

Bert Lumbreras, chair, TCMA Professional Development Committee, updated the Board about the committee’s activity. The committee will meet August 18-19 in South Padre Island to develop programs for TCMA’s educational events. The 2011-2012 budget will include $80,000 to buy down the cost of hotel rooms. David Landis assigned the Professional Development Committee the task of planning an educational or other TCMA sponsored event at the 2012 TML Annual Conference, which is the 100-Year Celebration of TML. Bert Lumbreras and Julie Couch will represent TCMA on the 2012 TML Annual Conference Planning Committee.

Julie Couch, chair, TCMA Membership Committee, updated the Board about the committee’s activity. A meeting is scheduled on September 9 at the Texas Municipal Center in Austin. Web site redesign, the Tom Muehlenbeck Scholarship, policies for social networking, and recommendations for in-transition services will be discussed.

The TCMA Nominating Committee had nothing to report.

Kim Pendergraft reported that the Ethics Committee chair, Dan Johnson; committee vice chair, Lyle Dresher; and David Landis will meet at the Texas Municipal Center in Austin on August 25. Kim also reported that Karen Daly, assistant city manager, Sugar Land, and Nick Finan, executive director of management services and city secretary, Texas City, will conduct an ethics session at the TML Annual Conference in Houston on Thursday, October 13.

Randy Criswell, chair, TCMA Advocacy Committee, reported that he will discuss with David Landis the possibility of the committee creating a video about Passion for the Profession.

RECEIVE REPORT ON TML-RELATED ISSUES
Randy Criswell, TML Board representative, gave a report from the June 25 TML Board meeting. The bidding process for the 2014 TML Annual Conference has begun; Kay Bailey Hutchison has been selected as a member of the TML Legislative Hall of Honor; and the TML 2011-2012 budget was adopted.

RECEIVE REPORT ON ICMA-RELATED ISSUES
There will be a Board meeting at the ICMA Annual Conference in Milwaukee, Wisconsin, on September 16-17. Kim Pendergraft reported that the TCMA reception will be at the Hyatt Regency, Executive Ballroom B, on September 19 from 5:30-7:30 p.m. Christal Kliewer Weber stated that ICMA appointed a group of Welcome Ambassadors to assist new members get the most out of ICMA.

RECEIVE REPORT ON ASSISTANTS-RELATED ISSUES
Homer Garcia provided an update on the recent activities of the statewide assistants’ organizations.

FINANCIAL REPORT
Kim Pendergraft presented the current financial report for TCMA and the proposed budget for 2011-2012. On a motion by David Harris and a second by Glen Hackler, the Board approved the 2011-2012 budget.

OLD/NEW BUSINESS
Kim Pendergraft provided a copy of a letter from Dan Smith, local liaison, The Division for Regional and Local Health Services, regarding the SB 969 Department of State Health Services (DSHS) Public Health Funding and Policy Committee. Bert will contact Dan to see if the City of Austin can assist.

ADJOURNMENT
With no other business, the meeting was adjourned at 11:20 a.m.

TEXAS FOUNDATION FOR LOCAL GOVERNMENT (TFLG)
President David Landis called the meeting to order at 11:20 a.m. Those in attendance were David Landis, Foundation president; Bert Lumbreras, Board member; Julie Couch, Board member; Randy Criswell, Board member; members of the TCMA Board; and Kim Pendergraft, TML staff.

On a motion by Julie Couch and a second by Randy Criswell, the Board approved the 2011-2012 TFLG budget as presented.

The schedule for future TCMA Board meetings is:
January 27, 2012, at the Texas Municipal Center, Luther Jones Conference Room, in Austin
March 30, 2012, at the Texas Municipal Center, Luther Jones Conference Room, in Austin
June 7, 2012, in South Padre Island (prior to the TCMA Annual Conference)
